Main driver is the blood flow. Your body works hard to maintain a your body temperature of 37.4 degrees and when you’re chilly it closes off your small arteries in the skin. This decreases the blood flow going to your hands and feet thus they feel cold and they look pale.
Your blood flow can be impeded by blockages in your veins and arteries and your blood vicosity. People with colder hands and feet may have impeded blood flow to those areas. However, this is generally not a serious issue. You can improve your blood circulation by eating healthy and exercising. If you did have really cold hands and feet and were worried about it, it would be good to get advice from your doctor.
